Our History

Alan Plummer Associates, Inc., began in Arlington, Texas. Using the living area as an office and setting up a drafting table in a bedroom, the firm began its operations. Within six years, the firm transitioned its service as primarily a study firm to a study and design firm, with an emphasis on water and wastewater treatment.

Chris Young, PE, Joins the Firm as President and CEO

Since 1978, the APAI legacy has been firmly rooted in innovative and trusted solutions for water resources, environmental science, and engineering. As a company, we strive to embody the principles of professional integrity, tailored solutions, and strong employee culture.

This year, in our 40th year of business, we expand our roots with Chris Young, PE, as President/CEO. His proven abilities in engineering planning, design, construction management and operations leadership are beneficial to the expansion of APAI’s services and advancement of our industry. Most importantly, his commitment to integrity and respect aligns with our corporate culture and vision for employees and clients. Firm Founder Alan Plummer, Jr., PE, BCEE, is enthusiastic about Chris’ role of President/CEO, “I see Chris as someone who can provide the leadership that will advance the 40-year legacy of APAI that has been established by its owners and employees.”

About Chris Young, PE

Chris Young, PE, is an established industry leader with 23 years’ experience in engineering planning, design, and construction management. During his career, he has led project teams and groups serving many state and local government clients while performing wastewater collection, pumping, pipeline, and treatment services. He has experience in wastewater master planning and Sanitary Sewer Overflow Consent Decree implementation and program management, as well.

Chris is an active leader in industry associations. He serves on the Collection Systems Committee Inflow/Infiltration Technical Practice Group for the Water Environment Federation, and he is the Scholarship Committee Chairperson for the North Texas Chapter of the Water Environment Association of Texas. Chris is also a member of the Dallas Regional Chamber, where he serves on the Infrastructure Policy Committee.
Chris has a Bachelor of Science in Civil Engineering from Louisiana State University and a Master of Business Administration from Southeastern Louisiana University. He is a licensed Professional Engineer in Texas, Louisiana, and Mississippi.
