Plummer Names New Principals
Plummer is pleased to announce that Patrick O’Brien, Mary Portillo, Nick Toussaint and Ruben Vasquez have been appointed Principals in the firm.
Not only do these individuals excel in the technical field, their cumulative addition to our leadership team will significantly improve our ability to care for our clients.
Principals hold the highest role on projects and have the responsibility to not only make sure the project goes well and our clients are well served, they must also balance clients’ and other’s interests with those of the company.

Patrick O’Brien – Patrick has over 25 years of experience in the planning, design and construction of municipal and industrial water and wastewater systems and treatment facilities. He has worked on projects ranging from conventional design-bid-build to modified design-build and has served in all roles including Project Engineer, Project Manager, Construction Manager and Principal in Charge. When Patrick began working as a consultant, he realized how much he enjoyed engineering and he considers himself fortunate to have been involved with many different water and wastewater treatment processes and technologies in all kinds of different applications and environments. The challenges associated with each project keeps him on his toes and he enjoys looking for new ways to address them and assist clients. Patrick is married with two children. When he’s not working, he enjoys his family, trail running, backpacking and just about any type of outdoor physical activity.
Mary Portillo – Mary has 20 years of experience providing engineering evaluations, pilot studies, design, construction, start-up and project management, and has worked on a variety of diverse projects across the U.S. and worldwide using various project delivery methods. She is focused on leading a growing team dedicated to meeting the water and wastewater engineering, operations and construction management consultant needs for San Antonio, Corpus Christi, El Paso and surrounding areas. With technical expertise in treatment, Mary Portillo is a thought leader, often presenting technical conference papers and encouraging and mentoring others to do the same. She is currently serving as Vice-President of the South Texas AWWA Chapter. Mary is married with two boys and enjoys visiting various Hill Country State Parks.
Nick Toussaint – Nick has over 35 years of experience addressing thousands of electrical and control systems in service worldwide. He has provided complete services from initial concept, master planning through design, implementation, startup and commissioning. Nick’s career passions include working with operator interfaces and database systems and building solutions that water treatment operations staff can use effectively. He works hard to keep up with new technologies and devices, and the software that drives them. Nick lives in Colorado where he spends his time hiking, mountain and road biking, skiing and fly-fishing. He and his wife enjoy doing outdoor things together, including helping the Denver Urban Gardens Board and community gardening in their local garden plot group.
Ruben Vasquez – Ruben has over 15 years experience with team scalability, project management and engineering design in an extremely fast natured industry for various telecommunications and numerous private projects in South, Central and West Texas. He currently oversees a team of engineers, surveyors and project managers in both San Antonio and Austin. Ruben is passionate about learning better efficiency, process improvement and teambuilding, and he enjoys working with everything from programming, network architecture to construction and MEP. Ruben is married with three children, and enjoys attending church, tinkering in the garage, fishing, hunting, and dabbling in network security in his spare time.
